(Received March 15, 8.22 a.m.) * LONDON, March 14. * Lord Elgin, in reply to a question, said that the shares in the Transvaal mines were speculative, and subject to considerable fluctuation. Their depreciation had been constant for the past two years, and had become pronounced since the importation of the Chinese.
