LONDON, July 5.
General Oku, reporting to headquarters, replies in detail to the alleged Japanese atrocities at Wangfantien prior to the battle of Tdesze. He declares that the charges are entirely unfounded, and that, moreover, he possesses proof that the wounded Russians highly appreciate the humane treatment of their comrades. He also cites cases of Russians cruelly treating prisoners, and intends reporting every such instance. He feels that the Japanese are nob fighting a civilked army.
