4> The North Canterbury Education -Board met this morning; present — Mr H. W. Pcryman (chairman), Dr Chilton, and Meesrs T. W. Adams, C. A. C. Hardy, M.H.R., M. Dalziel, C H. A. T. Opie, D. Buddo, M.H.R., and J. Rennie. # -The Board wont into committee to consider the appointment of an inspector to take- the place of Mr L. B. Wood, resigned. When the Board resumed, the chairman reported that 'Mr T. S. Foster had "been appointed to the vacancy. On the motion of Mr Opie, it wa. decided to express the Board's appreciation of the very Mgh qualifications of many oi the applicants for the position. The Buildings Committee reported that the Waltham Committee had written in reference to the reduction of the numbers at it. school, stating that it had no power to refuse admission to any child, and oould not see ite way to carry out the request of the Board. It was decided: to ask the committee .to furnish the names of the children attending the school who resided outside the boundaries of the district, and to state the names ""of the districts to which they, belonged. The School Committee's Association, had. forwarded a copy of a resolution passed at the conference, asking the Board to allow School Committees to pay the subscription to the Association out of incidentals. It had been resolved to point out that in view of the large expenditure, probably £100, this would entail, the Board . could not see its/ way to alter its previous decision. The\ Board would apply to the Minister, asking him to grant' tree railway passes to delegates, when attending the conference. ' A resolution was also forwarded, asking the Board to establish a high school under Section 6of the Secondary Schools Act. It had been decided to point out that tho Board had mado application to the Department to have West Christchurch School made into a District High School. It was agreed to forward a copy of the Association's resolution to the Minister pf Educa tion. The report was adopted. - Mr Buddo reported regarding the need for a school on the Meed Settlement, north, of Rakaia, and it was decided to place _ school there on a site selected. Tho Appointments Committee recommended the Board for the future to require j all pupil-teachers before Appointment to procure a certificate as to good health from a medical practitioner appointed by the Board. The report was adopted. The Normal School a-oft Technical Committee reported that the usual report had •been received from the Principal, and it had heen resolved to endorse the Principal's action in requiring students to attend Can- j ■terbury College during the school holidays. The Principal had submitted a scheme for the reduction of the number attending the sohool so as to give an average attendance of 400, as required by the Education Department. Tho Principal', suggestion that no substantial change should be made until after the exaJmanation* had been approved. It had been resolved that in the meantime, until definite regulations were framed, the Principal should be instructed to admit to the school only children having strong claims to admission, and residing within a radius of sixty chains. The Department advised that in* connection with the manual and technical classes, the following amounts had been passed for payment: — Lyttelton. £40 for rent and £5 for sewing machine ; Christchurch, £35 for additional desks and forms an_, £26 for more oocommodation at the Canterbury _Jall\ Rangiora, £4 for rent; and publio school classes, £45 6_v-10d for permanent apparatus. Mr Buddo. objected to th© proposal to limit the attendance at the Normal School, and it was decided to told over the clause until the next meeting, when the chairman would move regarding the matter. The remainder of the report was adopted. An Addington householder -wrote, objecting to the election of the Addington School ...Committee, on th© ground that three persona had voted without possessing the necessaay qualifications. A similar objection was received from an Ashburton resident. The. letters were referred to the Appointments Committee, Mr W. H. Montgomery was elected to represent the Board on *the Akaroa High School Board. ! ■ A letber asking whether a wife could sit on the Lyttelton Committee was referred to the Appointments Committee. It was decided, in reply to a letter from the Lyndlrarst Committee, to state that the Board could not allow more than five members to sit \on a committee. The secretary of the Sydenham School Committee Wrote suggesting that Sir O. Wragge should be asked to deliver a lecture to the school children. The Board decidled to reply that there was no objection to the committee arranging with Mr Wragge, but that the Board itself had no funds available for the purpose. ■ An application from Lyndon settlers for a school, or for a conveyance to take .their children to the nearest sohool, was referred to the Appointments Committee, The West Christchurch School Committee wrote forwarding copies of resolutions passed at the meeting of householders, urging the heed for a superannuation scheme, and supporting the Board's efforts to have the ' school converted into a District High School. It was decided to forward the resolutions to the Education Department. The Waltham. Committee forwarded; resolutions passed at the meeting of householders, protesting against the proposed' reduction in the attendance, and against the amendment of the law which had removed from Education Boards the power of building new schools. ' The letter was referred to the Buildings Committee. Mr R. J. Alexander, headmaster of the Kaiapoi School, wrote asking why his namo had not been forwarded to the Richmond Committee amongst the applications for the headmaster-hip.
