Rigg was elected Chairman of Connmiittees in tilie Upper House yesterday ._ (in the first 'ballot five obher members received' votes^ but they vrexe never in tho runM/ing. The Council ootratedi thintytsjx for the occasion. This aifternoon fhe baHot for the Speafcorshi^ will take place. The Hon W. C. Walker is expeoted 1 to encounter no material opposition. ELECTIVE EXECUTIVE. The Elective Executive Bill will provide for tine whole Ministry' being elected by the Lower House in thix first session of each Parliament. Ministers will have power to speak in either House, but not to vote in the Council. Mr Ell ia to be associated with Sir W. J. Steward in drafting the measure. SPEAKER OF THE COUNCIL. Forty-one members out of a total of forty-seven, including Mahuta, who has not yet been sworn in, responded to the call in the Council this afternoon. After the Hon W. C. Walker had been elected Speaker, congratulations were tend^ed him by the Attorney-General and others. The Council then adjourned in order that the new Speaker anight be presented to the Governor. MISCELLANEOUS. There is now no prospect of the debate in the House concluding this week. Mr Tanner will lead off this afternoon. Mr Colvin has been elected chairman of the Mines Committee.
