Royal Arthur, with thd Go-ver* nor, has returned from Norfolk Island, after a rough passage. Sir H. RaWson investigated the grievances of the islanders, ttnd pointed out the- advantages that would ac« crue by the island being annexed to the Commonwealth instead of to New South Wales. He informed them that he intended to nominate an Sxecutivd Council to administer the islamd, and that tho first Council would comprise Messrs Macey Quintall, Francis Nobbs^ John Young, Dr Metcalf, Messrs Allen Buffet, Albert Bates and Captain Fletcher Quintal. This Council -will exist for a year, and thereafter Will Be elective. _____ J^^___
