EARL HOPETOUN.

■♦ DEBATE IN THE FEDERAL PARLL--MENT. A MINISTERIAL STATEMENT. United Press Association— By Electric Telegraph — Copyright. (Received May 29, 10.4 a.m.) MELBOURNE, May 29. In the Federal House of Representatives Mr Deakin said that he took it that Earl Hopetounlhad resigned because he felt that the Federal Parliament did not desire that the office of Governor-General should bs other than a political one instead of being one of ceremonial in addition, such as the Governors-General of India and Canada. He denied that Mr Chamberlain bad' interfered in the matter. The despatches with reference to Earl Hopetoun's resignation were withheld* so that they should not influence the debate on the Establishanent Bill. Earl Hopetoun's decision was irrevocable. His Lordship declined to consider any* alteration in his affairs which might be made with a view of retaining his services. A long debate followed. The Opposition condemned the Government en similar lines to Sir William M'Millan's speech, and the. Ministerialists declared against lavish entertainment. All eulogised Earl Hopetoun and deplored hie departure. '
