(Received Sept. 15, 9.10 a^m.) HONGKONG, Sept. 14. Germajny has declined to withdraw her troops from Pekin, fearing the massacre of 1000 con/verts. Japan has offered to withdraw her superfluous troops. Russia now admits that she cannot withdraw until the termination of the negotiations amd the t einstallationi of a. Government able to maintain order. The Russians at Pekin are being steadily reinforced, and there is every indication that it is intended that they shall stay. ' Dr Morrison, on Sept. 4, stated that in the best-informed circles it is believed that Russia and Germany are acting in accord. Russia is seeking the definite alienation of all the territory north of the Great Wall, and ''Germany the annexation of the provinces of Shantung, Kiansu and Yangtse. ■
