This official, who was also examined by the Commissioners, said : "I do not think drunkenness has decreased. There seems to me to be a great deal of intoxication on the streets, and I have lived here all my life. It seems to me, from my observations, that the quality of the liquor, sold in the city (Portland) is very bad, and is sc. bad that it has the effect of making people crazydrunk very rapidly."
