SIR ALFRED MILNER'S ASSURANCES. A PROMISE FROM PRESIDENT STEYN. AFRIKANDERS' ADVICE TO. KRUGER. United Press Association — By Electric Telegraph — Copyright. m CAPETOWN, Sept, 21. Sir Alfred Milner has reassured President Steyn respecting the presence of British troops on the frontier, and has promised to respect the integrity of the Orange Free State. He also expressed a hope that ■the latter will preserve neutrality in the event of hostilities between Grealb .Britain and the Transvaal, and prevent any military intervention by iti? citizens. President Steyn promised to do his utmost to allay excitement. If, however, the burghers regarded Great Britain's military movements as menacing the responsibility would not be his. Fifty-three Afrikander members of the Cape Parliament 'have urged President Kruger to do his utmost to avert war short of sacrificing the independence of tine Transvaal.
