Bill passed its second reading without a division. Tho debate was of a spiritless character. Mr. Morley contended that the measure would dangerously weaken the central Executive, and that it conferred too great a boon on the landlords.. Mr Healey considered it was a ten times abetter Bill than the Liberals .would have granted.
