Ex- Judge Kotze states that when he refused President Kruger's request to observe the Yolksraad's resolution regarding an important case which was pending, the President threatened him with dismissal. The Ministry of "the Khedive, acting on the recommendation of the Local Board, has declared Mecca in quarantine, owing to the risk of the black plague. PARIS, March 14. The Queen has arrived at Cimiez, Nice. OBITUARY. ' : LONDON; March 14. The death is announced of Sir Richard Quain, Physician Extraordinary to the Queen. THE MAINE DISASTER. The Times states that the inquiry into the explosion of the cruiser Maine has been concluded, and the report will be presented to the American Government in the course of a fortnight. Beceived March 15, 11.45 a.m. ALLEGED BRIBERY AND CORRUPTION. PARIS, March 14. M. Breton, a Radical deputy in the Arrondisement of Brest, alleges that an agent of M. Meline, the Premier, with the approval of M. Faure, offered £4000 if Count Greffulke's election to the vacant seat for the Brest division was unopposed. Pour of M. Breton's friends overheard the offer and Beized a number of compromising papers. Both MM. Greffuike and Eauie deny the truth of the allegation. THE BUBONIC PLAGUE. . CALCUTTA, March 14.
