The Royal Commission appointed by the Government of Cape Colony to inquire into the question of defence, has presented a report, which recommends the division of the colony into five military districts, raising a partially-paid semi-permanent force of eleven thousand men, ompulsory military service on the part of all the male population between the ages of eighteen and sixty, a large increase in the garrisons, an additional supply of heavy guns, and tbe formation of* a reserve of two thousand burghers,
