EDUCATION BOARD.

The usual meeting of the North Canterbury Education Board was held at the Normal School at 11 o'clock to-day; present—Messrs H. W. Peryman (chairman), A. Saunders, T. W. Adams, K. Westenra, J. Rennie, T. S. Weston, J. Munniug3, J. W. Sawle and Hon W. Montgomery. APPOINTMENTS COMMITTEE. The Appointments Committee recommended tlie promotion of Miss Curd at Ashburton. A letter was received from Mr Speight, St Albans, offering to place his services, in a temporary capacity, at the disposal of the Board if required. The committee thanked Mr Speight for his offer. The Lismore Committee wrote asking the Board to confirm the appointment of a teacher whom theyhad selected. Replied, that the Boardhad no intention to terminate the appointment of the present mistress. The request of the Riccarton Committee for an assistant mistress, in place of a first-year pupil teacher, was granted. On the application of the Addington Committee it was decided to allow Miss Finlayson to remain iv the school for another year, as two pupil-teachers of the fourth year were leaving at the same time. The committee of the Christchurch East school was allowed to retain a fourth-year pupilteacher who would otherwise have been leaving, and Mr N. Melville, who had passed the necessary examinations, was appointed a pupil-teacher of the second year. It was pointed out to the committee that, as the South Belt side School was over-staffed, one of the pupil-teachers at present in that school should be transferred to the main school, Richmond.. It was not considered advisable to allow two of the fourth-year pupil-teachers to remain, and, one of them' having failed to pass, the alternative application of the committee had been virtually complied with. The report was adopted as read. BUILDINGS COMMITTEE. The report of the Buildings Committee dealt chiefly with minor repairs and alterations to school buildings under the Board's charge. The contractors for sinking a deep well at Halswell reported having been stopped by rock, and asked the Board to favourably consider their request for a refund of actual expenses incurred. With regard to the extra accommodation required at Belfast, the Secretary had been instructed to write to two property-owners north of the township with a view of ascertaining if an acre of land could be obtained for the proposed infant school. The following tenders were accepted : — P. M. Stewart, re-roofing and repairs to school, Papanui, ,£214 ; J. H. Maynard, new school, Allenton, ,£573; B. Bull, additions to h.>use, Spreydon, .£195 ; J. Wilson, oiling walls of school, Eiffelton, .£l2 15s; W. Bennett, repairs to house, Leeston, ,£ls 18s ; A. Barbour, painting school, Governor's Bay, <£21 ; Kilbride and Hannah, repairs to buildings, Rakaia Little, -245 ; P. Williams, additions to house, Hampstead, ,£209 18s ; Toung and Rich, repaii-3 to buildings, Dunsandel, .£32 ; Kilbride and Hannah, repairs to buildings, Southbridge, .£B9; F. Browning, repairs to buildings, Irwell, ,£l2. It was" decided to re-advertise for tenders for additions to the Mayfield School and repairs at Lakeside. The report was adopted as read. TEUANT OFFICER. On the motion of Mr Saunders, seconded by Mr Peryman, the report of the Special Committee on the question of the appointment of a truant officer was adopted, and a special vote of thanks was passed to Mr T. S. Weston for his able assistance in the matter, and to Mr Pryde for his services as seoretary. The report stated that as the conditions under which the Act would operate, and the steps to be taken in connection with its working, were clearly defined by the provisions in the Act, there appeared to be no necessity for drawing up formal regulations. It would be sufficient if the Board directed the truant officer as to the districts where his work was required, and to impress upon him the necessity of tha exercise of tact, care and judgment. The committee recommended —(1) That the truant officer be appointed for six months certain, and after that three months' notice on either side to terminate the engagement ; (2) Thatthe salary beat the rate of .£l2O pei* annum ; (3) That the Act of 1894 be enforced in the following and such other districts as may be decided upon : — Christchurch East, Christchurch West, Sydenham, St Albans, Papanui, Woolston, Waltl\am, Addington and Richmond. On the motion of Mr T. S. Weston, seconded by Mr J. Munnings, it was resolved to advertise for a truant officer, the applications to be considered by the Appointments Committee ; the officer to be appointed for six months certain, after which three months' notice on either side would terminate the engagement. NOKMAL SCHOOL. A letter was received from the Department, stating that if the Board had expended, or had contracted to expend, ,£2OO in fitting up part of the drillshed for a manual instruction class, the amount would be granted. The money would not bo available after March 31. The Normal School Committee was empowered to take steps to have the room fitted up, and if necessary to call for tenders. Tenders to bo submitted to the Board. The Southbridge Committee submitted an application from the Rev W. Cox to hold a Bible class in the schoolroom two days a week, between 11.45 a.m. and 12.15 p.m. It was decided to send a reply similar to that forwarded to the Ashburton Committee. A letter was read from Messrs Taylor and Oakley, asking for compensation for the sinking of a well at Halswell, the operations of which had been stopped through tho contractors coming on rock. The matter was referred to the Buildings Committee for inquiry and report. The Glentunnel Committee wrote, forwarding its resignation, and expressing regret at the steps taken by the Board. The Chairman having stated the circumstances which led to the resignation, it was decided to ask the committee to reconsider its decision, pointing out to it that when tho repairs were effected it would not require the full incidental allowance. On tho motion of Mr Weston, seconded by Mr Westenra, a special vote of thanks was passed to Mr Johanson and those residents who had saved the Greendale School from being burnt. The Board then went into committee, and, on resuming, adjourned.
