CONSTANTINOPLE,- Nov. 8.
The Snltan' s confidential advißer, who is seventy years of age and ignorant of foreign, languages, is opposed to the attitude adopted by the fanatics. Tewfik Pasha, who was recently recalled from the position of Ambassador in Berlin, has been appointed Minister of Foreign Affairs, and Said Pasha President of the Council. Servants of English merchants have been arrested in Constantinople for carrying letters from the disturbed districts.
One hundred and thirty persons were killed and wounded at Diarbakar.
