THE EECIPEOCAL TEEATY. THE FINANCIAL POSITION. [Special to Pbess Association.] ADELAIDE, August 28. In the Assembly, Sir J. W. Downer charged the Premier with deceiving the House and country in regard to the New Zealand treaty. He asked him to deny that New Zealand had sought to exclude barley and fruit from its provisions. The freah delay was causing serious injury to producers. The House was asked to disj cus3 a treaty whioh, owing to the altera- | tions, did not exist. Mr Kingston hotly replied that there were no arrangements to alter the treaty, which, he believed, would be ratified substantially in its present form. He doubted the accuracy of Press telegrams upon the matter. He refused to give information as to a communication from the New Zealand Government. The labour representatives in the Legislative Assembly have deoided not to support the Government proposals for a fnrther redaction of the salaries of Civil servants, and propose instead to re-enact last year's Salary Act and add 2| per cent to each grade which started at .£l5O. As a set-off for the loss of revenue they advocate an increase of a farthing per _6 in the land tax or an inorease in the succession duties.
