i [Speciai, to Pbesb Association ] j LONDON, August 28. j The Turkish troops are again committing outrages on the Armenian villages, and the Erzeroura people are appealing to the Powers for assistance. The Powers take no notice of Chakir Pasha's departure for Armenia, considering that his mission will produce no result without a guarantee that reforms will be executed. CONSTANTINOPLE, August 28. The Sultan has complained to France and Euasia regarding the : British attitude upon the Armenian question.
