Thubsday, July 5. AFTERNOON SITTING. The Council met at 2.30 p.m. CONSPIBACY LAW. The Hon W. Montgomery moved the second reading of the Conspiracy Law Amendment Bill, which came down from the House, and which was, with verbal amendments, he said, precisely similar to the Bill brought dowa last session and rejeoted by the Council, the reason ou the last occasion being that there waa riot sufficient time, at that late period of the ■•session, to make it law. The Hon C. C. Bowen admitted that the Uill was a most important one, but it was necessary for that reason that the Bill should be carefully considered, as it affected great industries, ruch as gas r.ncl electric lighfc works, whioh, if stopped by dissatisfied Unionists, might plunge the towns and citiea of the colony into utter darkness. The Hon S. E. Seeimski expressed the hope that the Bill would be referred to the Labour Bills Committee instead of tho Statutes Eevision Committee. The Hon J. E.Jenkinson considered the Council quite competent to consider the . Bill without referring it to a Select Coui- - mittee. The Hon H. Scotland thought that many of the laws affecting labour were calculated to bring working men into trouble. The Hon W. T. Jennings expressed the hope that the Council would settle down ; to work. It would, be far better if tha Council considered the Bill in Committee of the Whole, insbead o£ referring.it to the Statutes Sevision Committee. TheHon Dr ©back said if the honourable gentleman who last eat down desired to see the Bill become law, he would not oppose it going to the Statutes Eevision Committee. As an old member he tendered this advice. - The second reading was agreed to, and the Bill referred to the Statutes Revision Committee. POISONS. The Hon W. Montgomery moved the second reading of the Poisons Importation and Carriage Bill, which was, he said, a reprint of the Bill of laat session. Since that time additional instances had been afforded, which showed the necessity of. the proposed measure being passed into law. The second reading was agreed to. The Hon W. Montgomeby gave notice to move to-morrow that the Bill be referred to a Select Committee. abmsLaot. The eecond reading of the Arms Act Eepeal Bill, which emanated from the House, waa moved by the Hon W. Montgomery. The second reading was agreed to, and the Bill sent to the Native Affairs Committee. The Council then adjourned.
