The various annoyances, petty or other to which the traveller crossing the Russian frontier is always liable to bs subjected, are now increased by the liability to be i called upon to turn out his pockets and show how much money he has about him. No one is allowed to take or send more than three thousand roubles over the frontier without paying one copeck for every hundred roubles above that sum. In reality it is pait of M. de Witte's : determined policy to put a stop to specu- ! lation in paper roubles, whole waggon- . loads of which ueed formerly to be oonj veyed backwards and forwards for that : purpose between Berlin aad St Peters- j burg.
