♦ [Special to Pbsss Association.! LONDON, Nov. 29. Lord Salisbury addressed his first meeting at Cardiff. He insisted on the necessity that existed for strengthening the navy, and referring to the policy of the Government said he waß dismayed to find that it was wasting force on the Parish Councils Bill, which nobody demanded. Alluding to Irish affairs, he said it was a cruel wrong to Ireland to koep the Home Rule question hung up merely in the hope of confusing the issues when the Government appealed tothe country. In the House of Commons, Mr Gladstone, replying to Mr KeirHardie, said the Government did not see its way at present to appoint a Committee io consider the unemployed question. The Government intends Bhortly to introduce an Evicted Tenants Bill, which will be framed on the lines suggested in the report of Mr Justice Matthews' Commission. Lord Glasgow, Governor of New Zealand, has recommended the Hon E. J. Seddon, Premier of the Colony, for knighthood. Replying to a question in the House of Commons, Mr Gladstone said he did not believe that Russia was acquiring a naval station in the Mediterranean.
