In reply to Mr Gladstone's speech at Edinburgh, Mr Chamberlain supports the House of Lords, and contends that their rejection of the monstrous Home Bule Bill was an important service to Great Britain. Lord Armstrong on Naval Construction. "Lord Armstrong expresses the opinion that owing to the increased Btrength of explosives, it will soon become necessary to abandon the construction of large armoured vessels. He advises the Admiralty to turn their attention to swift cruisers and light rams. Keported to be Dying. The Rev Dr Jowett is reported to be dying, VIENNA, Sept. 2D. An Italian Loan. German bankers have agreed to raise a loan of twenty millions for Italy on condition that the taxation is readjusted. ROME, Sept. 29. The Pope and King Humbert. Owing to the Pope refusing to acknowledge King Humbert's right to nominate a Patriarch, the latter has declined to issue an ex equatur for the new bishops. A great sensation has been caused throughout Italy by the dispute. MELBOUBNE, Sept. 30. Xhe. Mercantile Bank Prosecutions. At the Mercantile Bank prosecutions, Mr Gaunaon, counsel for the accused, objected to Mr Lormer'a presence on the Benohi, He claimed that it vitiated the aa.M? tomer hafl presided
at a meeting to protest against the Attorney- General refusing to send Sir Matthew Davies and Mr Milledge for trial. Mi* Lormer, after consulting the Magistrate, declined to retire. He said that there seemed to be an extraordinary undercurrent in connection with thiß case. Deliberate falsehoods and unmitigated lies were being circulated. The Bench also was receiving anonymous letters. Possibly some of the persons conspiring to influence the course of justice would eventually find themselves in gaol. HOBAET, Sept. 30. The Tasmanian Government Victorious; The want of confidence motion was de« feated, and the third reading of the Income Tax Bill carried by 19 to 15. BEISBANE, Sept. 30. Payment of Members; In the Assembly a motion has been carried to introduce a Bill to increase members' salaries to JB3OO per annum. Sir T. M'llraith and Mr Nelson strongly opposed it. .___
