The Prince of Wales' yacht Britannia, with the owner and the Emperor of Germany on board, won the forty-ton race at Cowes regatta. The Valkyrie was second, and the American boat, Navahoe, third. The Emperor assisted in setting the sails and took a spell at the helm with the rest. The Parliamentary Fracas. After an apology from the Premier and Mr Balf our, the Speaker buried the recent incident in a few wellchosen words. The newspapers are unanimous in expressing a feeling of relief that the matter has been amicably adjusted. BERLIN, August 1. Russia and the Triple Alliance. The Vossiche Zeitung Bays that Russia is trying by means of a hostile tariff to bring about a rupture between the members of the Triple Alliance.
