[Special to Press Association.] LONDON, July 25. The new financial clauses of the Home Rule Bill haye been read a second time by a majority of thirtyfive. It is reported that the Government intends to press on with the Newcastle programme next year, and then introduce the Home Rule Bill in the House of Lords, dissolving Parliament if it is rejected. Mr Wilson Lloyd, Conservative member for Wednesbury, has resigned. The Globe thinks it will be interesting to watch New South "Wales abolishing payment of members, and considers it surprising that the system was ever adopted.
