Conflicting statements are published as to the Senate's probable action regarding the Hawaiian Treaty. PARIS, Fbb. 17. Cable to New Caledonia. The Government has submitted to the Chamber of Deputies a Bill providing for the construction of a cable to connect New Caledonia with Queensland. In the introduction of the measure it was' pointed out that great inconvenience and delay arises from the want of telegraphic communication between Australia and New Caledonia. The Government proposes to grant a subsidy of £8000 a year for thirty years, on condition that the cable and all its belongings are entirely French, and that it shall be laid by a French ship, also that it shall be controlled ;by a French directorate in Paris, which control will not be parted with . unless by special consent, and that the Queensland Government promises to give the venture exclusive landing rights for thirty, years. The proposed cable is. to form part of a scheme, but there is no promise of, or reference to, a provision for the extension of the cable across the Pacific Ocean. LONDON, Fsb. 17. The scheme is adversely criticised here, as likely to prevent the construction of a British cable to Queensland across the Pacific. Freedom of the Press. No decision has been yet arrived at as to summoning the Editor of the Time* to the bar of the House. Mr Gladstone and Mr Joseph Chamberlain supported Mr Sextoa's motion to summon the editor of the Time* for breach of privilege. Mr Dillon said the Times was conspiring with Mr Balfour to drive the Irish from public life. ■ Home Rule. Lord Churchill condemns the absence from the Home Eule Bill of provision for the safety of Ulster, which he considers a direct insult to a loyal people who should receive more than sympathy in resisting a Parliament which is unable to compel Ulster to transfer its allegiance. In the course of an interview today, Sir Charles Qavan Duffy said a great omission in the Home Eule Bill was the absence of any provision for the proper representation of minorities, and it was imperative to afford Unionists a fair number of s6ats in the Assembly. Mr Labouehere considers the Bill a thoroughly good one; though it ipould be better to exclude Irish members from the Imperial Parliament. The debate in the Houße of Commons has not, up to the present, detached any of Mr Gladstone's supporters. The real issue, however, will be fought out in Committee, chiefly on the retention of Irish members, at Westminster, finance and protection of minorities. The CireDcester Seat. Colonial Governors. In the House of Lords, Lord Onslow haß given notice toast the Government if the statement by Sir G. E. Dibbs, that no Governor of New South Wales shall be appointed until his name has been submitted to the Government of the Colony, is correct. Payment of Members. Mr Gladstone favours the payment of needy .members of Parliament. The Eadieals will not agree to this proposal. Imperial Fenny Post. The deputation to the PostmasterGeneral, relative to an Imperial penny post, has been postponed for the present. Mr Henniker Heaton, M.P., in a letter to the Times, asserts that be possesses writing and verbal authority from the Colonial Governments for stating that they would assent to England creating penny postage throughout the Empire.
