THE LEADERSHIP.
LONDON, Jas. 17.
The Daily Chronicle states that Mr Parnell retires from the leadership of •the Irish Party, and that Mr Jußtin M'Carthy, who waa appointed leader by the seceders, will remain at tha lead.
The Times states that bailiffs are distraining largely on Bhops iv Now Tipperary, and that the tenants, who are frantic at the aclion of the landlords, condemn the cowardly and cruel treatment practised by the latter under tho name of Nationalism.
Mr Healy is forming an Irish National Federation, to combat the influence of the branches of the National League established by Mr Parnell.
