But is it reasonable that labour should have such tyrannous strength as that? It is just as reasonable as that capital should have enjoyed Bimilar power for many years. Is it safe to society? Eminently more so than the isolated action of Unionß, producing isolated action en the part of capitalists. The isolated state of thinga begat undue competition, as it left out large numbers of workers; it gave the few advantage at the expense of the many; being narrow, it was unduly fierce and unreasonable. The wider organisation substitutes uniformity, which is good for capital ; it is fair to all alike. By making the upholders of strikes responsible for strike pay, it brings a reflective unprejudiced element into play, • whioh must have good results.
