The Telegraph Conference, Bitting at Paris, has recommended a reduction in the rates on shipping cablegrams. The Egeria Mutiny. Lord George Hamilton, First Lord of the Admiralty, and Sir Jameß Fergusson, in reply to Sir Thomaß Eemonde, said that they did not intend to publish the papers in connection with the enquiry held at Sydney into the mutiny on board H.M.S. Egeria. Samoan Treaty. The execution of the Samoan treaty has been deferred, owing to the local obstacles which are in the ■way. Lord Carrington's Successor. In the House of Commons to-day, Mr J. H. Heaton enquired whether there was any truth in the report that a Scotch peer was to succeed Lord Carrington as Governor of New South Wales, and whether Sir Henry Parkes had been consulted in the matter.
