We have a great outburst of demonstration all over Europe in favour of shortening the hours of labour. In Paris 200,000 men turned out in spite of M. Constans, the Minister, who, like all extreme Kepublicans, is against liberty for all but himself; in London 300,000 appeared in Hyde Park; in Vienna 6oo Unions filled the Btreets; and in New York there has been a great demonstration. The great centres of population are supporting the German Kaiser in one at least of his ideas. These demonstrations enable us to understand the significance of the intense excitement caused throughout Europe by the Kaiser's famous rescripts. < • I
