- Mr Goschen is willing to reduce the postal rates to India and the Colonies by all routes to. -twopence half-penny if the" Colonies concur. By this reduction he estimates a loss of £80,000.

The Budget estimated expenditure for the year ia .£86,857,000, leaving an available surplus of £3, 549,000. The coinage fund is restored, and a gold fund created and credited with .£600,000 arising from Mint profits in the circulation of silver. The duty on silver- plate is remitted to the extent of «£BJ,OOO, and that oa tea reduced to four-pence per pound, and on currants to two shilliugs per ' hundredweight, ag Greece is making important concessions with respect to the latter article. The house duty is reduced by £540,000, and there aro several other minor reductions. The duty on Btitish and Foreign spirits has been increased sixpence per gallon, which, with the additional beer •duty imposed last year, will be handed to the local authorities.
