The Russo-Q-ernian Preaa exhort the Czar to devote his attention to the control of Asia, while Germany maintains the equilibrium of Europe, as they assert England is no longer a leading Power. The National Zeihing, in the course of an article on the subject, says that the result of the recent meeting of Emperors at Cronstadt has been to establish mutual confidence between Russia and Germany, and ensure the peace of Europe for years. August 9. ■ The Nord Dczttsclic Zcitung says ! that Franca is responsible for the ' quarrel with Italy relative to Mas- j sowah, and that the pretexts advanced by the former are far-fetched. The same journal remarks that France attaches little value to the desirableness of preserving tho peace of Europe. CONSTANTINOPLE, August S. The Porte is annoyed at the annexation of Zulla.
