PARLIAMENTARY NOTES.

— * [FEOir OCR SPECIAL COBEESPONDBNT.} WELLINGTON, Jult 16. THE OTAGO CENTRAi. The Otago Central Bill has temporarily vanished from the Order Paper. Ido not know whether this means that Mr Pyke h»»s thrown up the sponge, or whether \he persevering Vincent will turn out to have one more card up his sleeve. HOSPITAL AND CHARITABLE AID DISTRICTS. The next stonewalling battle is expected to be over Mr Macarthur's Hospital and Charitable Aid Amendment Bill. As this, if carried, would cut off Aehburton from Ohvistchucch, and Wsimate from Timaru, a number of the Canterbury members are |iveparin<j to fight it clause by clause ; and, inssmucii as if carried it would be the precursor of other similar Bills, they are <:iirt;iin to have help from other town members. The "Wellington city people, in ]».<!iticu]e,r, dread the cutting off of the "Waivarapa from their charitable aid district. PLANTATION LAND OBDERS. Antony a number of small Bills read a second time last; week; •was one to amend the State Forests .Act. This measure will affect a number of Canterbury land owners who have received orders for land in return for plantations made and maintained by them ou their estates. These orders were to be xised within two years from the data of their issue, but the Government locked up all the Canterbury lands, so that they could not be used. The Bill which has jusc been read a second time purports to remedy this by keeping these land orders in force for a further period of two years from the date of the Bill's becoming law. SIR JULIUS YOGEL. A letter has • been received from Sir Juli'.ia Yogel, in which he definitely abandons all hope of returning to the CoJony I before the end of the present session. Sir j Julius had read a precis of the Budget, I ivich which, especially t;.e primage fluty, j he was Dot npre^nbly impressed. He believed that Protection would do the Colony much good, but < nly after a lapse of time. WP. JtONTGOMKRT. I have also seen a letter from Mr Montgomery, mentioning that his health has very greatly improved, and that he hopes. t:> revifcit the Colony before t"t:e end of the year if circumstances will permit. Writing shortly before the issue of our last loan, Mr Montgomery -refers to the organised efforts being made in London to bear New Zealand securities, in the expectation of making a good thing out of the operation, by forcing the loan below its fair value. THE GOVERNOR'S SALARY. In connection with the settii.g nut of His Excellency the Governor for Melbourne to-day, you will perhapb be interested to know that when the Governor is absent from the Colony for more than a month, the administrator who takes his place gets half bis salary, but that no deduction is made from His Excellency for any less absence than a month. HALSWELL DRAINAGE. Messrs O'Callaghan and Jones were gratified by the unexpected passing, in the sumll hours of luet Saturday morning, of the Bill to enable the land at the mouth of the Halswell to be druined and disposed
