FREETRADE CONDEMNED IN ENGLAND.

LONDON, Jult 23. Speaking at Norwich, Lord Salisbury said Freetrade was condemned by everyone but ourselves. He did not admit that Freetrade was -wrong, but the British system -was full of anomalies, "which required to be dealt ■with. The farmers were asking that duties should be charged on imported produce. He believed it -was necessary for the country to retrace its steps, and make fiscal alterations for the benefit of the farmers.
The British proposal for a Conference re sugar bounties has elicited a majority of favourable replies. Germany approves of holding a Conference, and is favourably inclined to the abolition of bounties. Austro-Hun-gary ha 3 decided to consent to the abolition, but Holland and Belgium are more cautious, though favourable. France is opposed to the abolition.
