THE WHARF LABOUR DISPUTE.
The following is the text of the award of the arbitrators in the recent dispute between the Melbourne wharf labourers and the shipowners : — " "We, the undersigned, being the arbitrators appointed under deed of submission dated Jan. 28, ISB6, to determine the general question of what rate of wages the wharf labourers are reasonably entitled to be paid, having regard to all the circumstances affecting th« same, do hereby make and publish the following as our award, as provided by the said deed .- — "1. That eight hours should be considered a day's work, viz., from 7 a.m. to 5 p.m., two hours being allowed for meals at such times as may be agreed between employers and employes, overtime to be paid after 5 p.m., and for work done during meal hours. "2. That for general cargo each of the first four hours of day work in any week be paid at the rate of Is 3d per hour ; that each of the succeeding 12 hours of day work in the same employ during such week be paid at the rate of Is Id per hour ; that each hour of day work thereafter in the same week in such employ be paid at the rate of Is per hour, and that all overtime be paid at the rate of Is 6d per hour. "3. That except where work on general cargo is suspended from accident or bad weather, any labourer engaged at any time during the first three working hours of any day should be paid for not less than two hours of that day ; and if engaged during any later part of such day, for not less than one hour. Portions of any additional quarters of an hour to be paid for as full quarters of an hour. " 4. That the stevedores be paid by the shipowners. " 5. That the rates to be paid for discharging coal during the day be as follows : — Large baskets, 9d per ton ; small baskets, Is Id per ton ; bags, Is od per ton ; handwinching by small baskets, Is 3d per ton ; and bags, Is 7d per ton, with an increase . of 50 per cent on the above rates for overi time. Hourly wages to be paid at the rato ' of Is 2d per hour during the day, and Is 9d per hour for overtime. "G. Shipowners to find steam, winch drivers, and all gear. "7. Shipowners to produce pit certificates, also a quantity sheet signed on behalf of the firm showing quantities discharged from each ship by large and small baskets ' and bags respectively. Stevedores to furnish a labour-sheet of each ship. "8. All labourers specially ordered to ' proceed to the bay or wharf at specified , times during the night to lighten ship, or : tranship cargo, to be paid half-hourly money from the time they arrive until ! they commence work. : "9. New Year's Day, Good Friday, • Eight Hours' Day, and Christinas Day to 1 be considered strict holidays, and if work ; required on either of such holidays or on ' Sundays, double time to be paid.
