Lyttelton Borough Council.

♦ The usual meeting of the above Council was held last evening; present — The Mayor and Councillors Chalmers, Macdonald, Stinson, Reed, Fyfe, Merson and Dimond. Receipts amounting to £218 9s 5d were reported. CORRESPONDENCE. Correspondence was read : — From Messrs Harper and Co. re damage to Mra Flett's land caused by a ditch draining on to it. —From Mr H. Allwright, M.H.R., re the proposed railway crossing at Oxford street. — From Mr W. H. Chambers, Ticehurst's road, complaining of a nuisance on his land. The Mayor thought that it was not quite certain that the Council were responsible for the drainage referred to in Messrs Harper and Co.'s letters, as the Council, although the owners of the land were not the occupiers of the section. Perhaps the Borough Solicitor had not considered this when giving his opinion. The Works Committee recommended the purchase of certain sections for road and drainage purposes. Councillor Fyfe thought that if land enough for drainage purposes were bought, it would be sufficient. He was adverse to the reserve being cut up for building purposes. It would be of much more value to the town if planted with trees. Councillor Chalmers moved the reception of the report. He thought that, as landowners, the Council could not take any responsibility in the matter. People confounded the functions of the Council as a Municipality with their responsibility as landowners. The motion was seconded by Councillor Fyfe, and carried. Councillor Fyfe thought that the Council should admit what was suggested by Messrs Harper. The Mayor thought if the Council were of opinion that a section should be purchased, notice of motion should be given at once. The letter was referred back to the Borough Solicitor. Mr Chambers' complaint re the drainage on Ticehurst's road, was ordered to be acknowledged with the promise that the matter should be attended to. A letter was read from Mr J. P. Jones re the proposed audit of the books of the Colonists' Hall, apologising for the books not being ready, and promising to hand them in immediately. The Mayor thought that the matter should be left in the hands of the Hall Committee. Councillor Chalmers demurred to this, and moved that Mr Jones be invited to tender his resignation as Librarian. Councillor Stinson seconded the motion. Councillor Reed suggested that time be given to the Librarian to produce the books in a satisfactory state. After a long discussion, Councillor Reed moved as an amendment — " That the Librarian bring up a report, through the Committee, to a special meeting of the Council, to be held on Tuesday week." The amendment was seconded by Councillor Macdonald, and carried. Accounts to the amount of £137 12s Sd were passed for payment. • works. The report of the foreman of Works was tread. It stated that the boring of the water supply cylinder had been recommenced. The report was adopted. Tenders for the bathing works at Sandy i Bay were opened. The Estates Committee asked for an extension of time to report on the Point matter. interested should memorialise the Council. The Mayor stated that the Estates Committee had accepted the tender of Mr Angus Murray at 8s 9d per acre for the Council's reserve at Urral. Councillor Macdonald, in answer to a question, said that the Sanitary Committee thought that the best way to treat small-pox patients, should the disease visit the town, would be to borrow a hulk, and so isolate the complaint.
