Rangiora Borough Council.

Ihe ordinary monthly meeting of tbis Conncil was hsld at the Munioipal Chambers, Bangiora, at 730 last night; present— Hii Worship the Mayor, and Councillors Burt, Blackett, Stephens, Cone, Gullivsr, Ivory, Good, and Boyd. COBBBSPONDBFOB. The following was read :— From the Treasury, Wellington, intimating that 5s had been paid into the Borough bank aooount, being fees, fines, to., oolleoted within tha Borough during tbe month of May From the Department of Justioe, Welling* ton, asking for particulars re eleotion of Lioensing Committee and other eleotions. The Olerk said that he had forwarded the return as requested. From Mr K. H. Ensor, applying for the balanoe of purohase money of a horse belonging to him sold in the Borough pound. Ihe Olerk was instructed to pay over the money to Mr Ensor on the produotion of oonolusive proof that the horse belonged to him at the time it was impounded. From the Seoretary of the Industrial Exhibition Committee, forwarding ciroulars re the forthcoming Exhibition, and asking for the 00- operation of the Council in oarrying ont the same. Oounoillor Good moved — "That the Oounoil express sympathy with the Association regarding this projsot, and do anything in their power to assist them in oarrying it out." This was seoonded by Counoillor Blackett, and carried. From Mr Murdoch, the lessee of the Borough Beserve, asking the Oouncil to allow him to tho end of Ootober to pay hts rent— whioh wm due in August. Oounoillor Good moved, and Counoillor Boyd seoonded — "That the request be ac* ceeded to on oondition that interest at the rate of 10 per cent be paid." Oounoillor Ivory thought that in Mr Murdook the Oounoil had a good tenant, and the interest ought not to be charged. He moved an amendment to that effeot, whioh was seconded by Counoillor Blaokett, and oarried. From the Yen Arohdeaoon Dudley, drawing the attention of the Oounoil to the necessity of extending charitable aid to an old oouplo who were past work, and in indigent oircum* Stan cos. The oase was referred to the Charitable Aid Committee, with power given them to act in any way they may think necessary. From the Saiapoi Town Olerk, asking for information re the working of the closet pan system. Ihe Olerk said that he had forwarded the information asked for. PIBB BBIOADK* MATTBBS. The Fire Brigade rules, prepared by the joint Committee of Firemen and Councillors, were read, and on the motion of Oounoillor Good, seoonded by Oounoillor Blaokett, were adopted. Borne disoussion arose . as to the oharge to be made for the services of the Brigade at fires occurring outside the B#rough, but the matter was ultimately deferred to a future meeting for consideration. sttbtbyob'b bbpobt. Ihe Surveyor reported : (1) That the payment of rates had almost ceaaed, only £10 having been received sino* the last meeting, leaving about half the rates still due. He was instructed to publioly notify that all rates unpaid by Oct. 1, would be sued for. (I) Ihat the ganger of the Oxford line had infoimed him that tha Counoil wero now at liberty to form the extra width of the road by the side of the Oxford railway line. It was resolved that tenders be called for the work at once. In ipsakiog upbn this matter, Councillors Ivory and Cone drew attention to the existence of a feeling of dissatisfaction amongst the ratepayers in general with regard to so muoh work being done by the day-men, whioh, it was considered, oould be oarried out muoh cheaper by befog tendered for. (3) That a dispute had arisen between Mr Bishop and sojn? of hii fellow-residents in Ohuroh stnet with respeot to the former having thought fit to stop up a pipe plaoed to oatry the water' from tha itreet channel into the gully in his seotion, thereby causing the water to beoome a source of annoyanoe to the residents lower down. The Surveyor suggested a means of relieving the street from storm-water by another direotion. Mr Allington, ono. of tha residents referred to, who was in attendance, £ meeting, fully explained the matter causing the dispute, and agreed with the suggestion made by the Surveyor. After iomo disoussion, it wai resolved to leave the matter in ihe hands of the Works Committee and Surveyor. ICBW LAHISg. Oowoillor Iyory spoke in mSroo&ej of spending as muoh money as possible in carrying out permanent improvements. He moved — " That two new lamps ihould be ereoted, one in King street, at the sonth oorner of the sohool ground, and the other in Ivory street, opposite Mr Keir's residence." Counoillor Burt seconded this resolution, but it was not carried, the majority being against erecting any more lamps until the commencement of next winter. OOITOBBTB EBBBIHO. Counoillor Stephena said that as the question of making further permanent improvements had cropped up, he should like to suggest that the footpaths on both sides of High atreet from Percival etreet to King street be kerbed with conorete. Counoillor Boyd pointed out that up to the present their rule had been not to do work of the kind suggested until the owner or occupiers of property fronting On the footpaths made a writton application for it to be done. Ibe matter, after tome discussion, wai allowed to drop*. HABIA AffDßßW'fl PABX. Councillor Ivory moved— " That tenders be oalled for beeping this park in order for one year; and that more trees ihould be at onoo planted where required." This was seoonded by Councillor Burt, and agreed to. TIOTOBIA STBBST SOUTH. CounoiUor Boyd said that as the residents in thii portion of the Borough seemed very muoh inolined to lapse into ft state of ohronio grumble at a f anoied negleot of their street, he should like the Olerk instruoted to keep a partioular aooount of the work done on the ■treet for oomparison with expenditure made upon other portions of the Borough. The Oounoil as a whole oonsidored the idea I a good one, and the Olerk was instruoted lo oarry it out.. TUTANCIAIJ. The receipts of the month were stated at £13 16s ; Bank balanoe, £298 4s 3d. Aooounts amounting to £76 4s 3d were passed for payment, and the Oounoil then adjourned. =
