Kaiapoi Borough Council.

The ordinary meeting of this Oounoil was held in the Council Chamber last evening ; present— His Worship the Mayor (8. Parnham), Councillors B. Moore, J. Butt, B. Feldwick, J. L. Wilson, J. Stanton, C. Hansen, B. Woodford, and 0. J. Ohampion. The Mayor reported that he had advised the Government of the appointment of Mr T. Sutherland as Clerk to Licensing Oemmittee. It was resolved — " That the Mayor's aotion be approved." Messrs Boyd and Keir's application to use a ! part of the footpath opposite the proposed j Bank building was granted for three months, ' provided tbat any encroachments on the foot- j path be properly lighted. j The Mayor reported that the plans of the biidgo had been received from Wellington, and that Councillor Ohampion had interviewed Mr Pe«z, who reported that he would forward them in about a week or ten days. The Mayor further stated that Mr Wilson, M.H.8., had written to him re rating of Government property, that he would uso his best endeavours to further the Council's wishes. BUBVBYOS'S BBPOBT. The following was read :•— Clause 1. That the two extra lamps were completed and in nse. 2. That owing to the fire engke supply pipes to north side of the river, behind the fire station, oooupying part of the site of the new bridge, the extension pipes had not been attached. He recommended that the pipes be taken up, and re-laid at a point west and olear of the bridge site. _ 3. Ihat the Foreman had been busy in repairing streets and in scraping during the last fortnight. 4. Ihat the rubbish, sand, and scrapings had been carted on to the river reservo behind the temporary Bank premises, to facilitate the turnisg of the fire-engine at tho supply pipe. Clause 2 was referred to the Fire Prevention Committee, and the report as a wholo was adopted. ITNANOH. The receipts were reported to be £27 5a GI, and the credit balance at Bank, £33 16s lid. Accounts were recommended for payment, amounting to £45 9s 4d. The Ohairman of the Oommittee said it would be neoessary that all accounts sent in to the Oouncil should be rendered before noon on the Monday preceding the ordinary meetings. The Committee recommended that £8 Ssper annum be paid to the Olerk for his duties in connection with the Licensing Bench. The report was received and adopted. WOBKS OOHUITTBB'S BBIOBT. Councillor Moore reported— (l) Ihe Oommittee reoommend that the executors of the late Dr Dudley be written to re Broom street, requesting them to have the gorse oleared off the streot, the bridge over the Ohoka drain made full width, aiso thai) the Btreet from the bridgo to Otaki street ha re-formed and shingled. (2) That the matter of right-of-way at Gallagher and May's ouring works stand in abeyance. (3) That the drainage of Akaroa street be attended to. (4) That notice had been served on Messrs Whitef oord, Maof arlane, Oram, and G. Kinley to remove obstructions and olear gorse, &o. (5) That the drainage at the Police Oourt had cost in all £22, and was giving every satisfaction. (6) Befcrring to Hugh street, the Committee could not recommend anything to bo done at preient, as the late owner hed become bankrupt, and it was difficult to fix the liability.— 7. Two tenders had been received for carting, and the Committeo recommended that of Mr J. G. Butts, at lis par day for one horse and dray, and 14s per day for two horses and dray be aocepted. It was resolved to accept Mr Butts' tender. On the motion of Councillor Wilson it wis deoided that the matter of Hugh street be left to the Wtrks Oommittee and tbe mover to arrange. Tho report waß then adopted. MISCELLANEOUS. Councillor Wilson reported that when the tank in Peraki street had been cleaned and ropaired, Mr Kidd would' convey the land to the CounoU. Councillor Hansen asked for an extension of time for the Cemetery Committee to forward their report. Councillor Moore informed the Oouncil that Darnley square had been partly formed and planted, and drew attention to the matte:- cf fenoing it, as stray horses and cattle were destroying the shrubs, kc Ihe question was refetred to the Works Oommittee, with power to aot, provided the ccet did not exceed £5. obdinaby business. On the motion of Councillor Feldwick it waa decided to invite applications for the position of Banger to the Borough, offers to be sent in before next meeting. Councillor Stanton oalled attention to the fact that residents in Broom Btreet were complaining about the fences. Councillor Wilton desired the Bridge

Committee to inspect the suspension bridge whioh required repairs. Councillor Woodford drew attention to the nuisanoe caused by peoplo congregating in the principal thoroughfares, singing and praying, hindering traffic, and annoying pedestmns. Councillor Ohompion supported Oounoilbr Woodford, and thought that it was in the province of the Oouncil to take any nocessary steps (through the polioe) to prevent the contmuanoe of suoh meetings and parades. It was resolved that the Town Olerk write to the leaders of the movement and notify that the Borough by-laws would be enforced if the nuisance continued. Councillor Wilson withdrew his notice of motion re purohase of horse and dray. The Council then adjourned.
