A special meeting of the Counoil was held at noon to-day, when Councillor S. E. Webb was installod as Mayor. Councillors Chalmers, Stinson, Weyburn, Dimond, and Webb were present, as well aB the outgoing Mayor, Mr H. Allvrright. Mr Allwright said he regretted very much the severance of his connection with a body he had beon connected with for the last 14 years, and during that term he had been elected Mayor eight times. He was deeply indebted to tho burgesses for the confidence they had rcposod in him. He was glad to say that he was not leaving the Borough in a state of pauperism, as it had a good round cum to Us credit at the present time, viz., £560, which, with the income of (he Council, was amply sufficient to most all its liabilities. He might say that during the past five yetirs the sum of £8,784 had been expended on the water works and so iron, which he considered had been placed actually to tho credit of the town, as they were permanent works. A further sum of £7000 had been expended on streets and other works, and he considered that the wholo of tha expenditure had been most wisely made. Mr Allwright referred to tho Tory faithful manner in which the officers of tho Council hud supported him, and considered that it would be hard to find officers who would servo the Council better. He also mentioned the hearty support accorded him by the members of tho Council, for which ho begged to thank them most heartily. In taking leavo of his office, ho again wished to thank the burgessos, members of tho Council, and the omoers of tho Corporation, for the hearty support that hud always boen accorded him. He then vacated tho chair, which was taken by Councillor S. B. Webb, who in his remarks complimented tho retiring Mayor on tho proud position tho Borough held at tho time of hin retiring from otfice. He had without doubt worked hard for the welfare of the Borough. Tho Mayor trusted he should work harmocioualy with tha Council for the good of tho Borough, and that When hia term of office oxpired ho would" vacato tho chair with as much honour as his predecessor.
