The following regulation regarding reply paid and collect telegrams is gazetted :— "The sender of a reply paid, or collect message must, if requested is to do by the effieer in charge of the Telegraph Office, lodge a sufficient sum of money to cover the cost of the reply or colleot message. Any Burplus of caih will be refunded on delivery of the reply, and the money lodged with a collect message will bo refunded when the recipient has paid the charges."
