DRAINAGE BOARD.

An ordinary meeting of tho Ohristchurch Dirtriot Drainage Board was held yesterday -afternoon, when the following members ware p«sent:— Mr L. Harper (Chairman), and Messrs F. Jonea, W. White, jun., Vincent, Aihwor'.h, S. Manning, Parker, Hubbard, and Dr Doyle. The Engineer's report was read and considered clauao by clause. The first clause referring to the offer from the East Christohttroh School Committee, to connect their bath wi!h the sewers, for flushing purposes, was declined as unnecessary. The second clause, referring to the filling up of Jackson's creek, &c, according to Mr Harman's request, mi referred to the Works Committee. The third clause, referring to the open drain at FhflipEtown, was referred to the Works Committee. The fourth clause, asking for authority to carry out a numbi-r of works at jJm pumping station was agreed >.o. DEPUTATION. Messrs Clophane and Isaac Wilson, as a deputation from the Temperance- Hotel and the Kaiapoi Woollen Co., waited on the Board to ask permission to connect the sewers of their promises in Bedford Bow with the Madras street gewar.

Mr WMte asfced i£ the Kaiapoi Company were willing to pay the cost of the work; ho understood the Temperance Hotel would do MO.

Mr "Wilson eaid tho Company would have so objection to pay a portion of the expense. Mr ParSer asked if other people would be aible to avail themselves of the proposed pipes. Mr Clephane said the Temperance Hotel wonld, of course, put in only bix inch pipes. It was also wanted to discharge a ram into the lowers. Mr Napier Bell said the ram wonld not he intermittet,t, and all the water discharged would all have to be pumped again at the pumping station. There might be a large number of rams discharged into the sewers. Mr Clephsne urged that the Temperance Hotel required the accommodation as soon as possible. The matter was about to bo referred to the Engineer to report upon, when Mr Jones ssid he would mere that leave be given to the Temperanca Hotel to lay down «ix inch pipes provided they do the work at their own expeneo, it being understood that, ■when the Board laid down the ordinary pipes, the money be refunded. The motion was not seconded, and the deputation withdrew, leaving the matter to the Board. Mr White moved— "That the Engineer report on the cost of a public sewer connecting the Woollen Company's property in Bedford row with the Madras street sewer; also as to whether it would be advisable to allow a private four inch drain to the Woollen Company's." : Mr Jones moved as an amendment— "That the question be referred to the Works Committee, wi-h power to act with reference to the request mode by tha Temperance Hotel, «nd to report with regard to the Kaiapoi "Woollen Factory." Both motion and amendment, after some discussion were postponed till the diecuasion on conrvpcting closets with the sewers had taken place.

COBBBSPONDEKCE,

A letter from the Sydenham Borough Clerk wag read, stating that £560 of the suburban rate and £25 5s 6d of the rural rate are outstanding, and recommending tho Board to advertise for the payment of arrears. Mr Vincent thought the Borough Council should advertise, as it had undertaken to do the work.

Mr Parker moved— "That authority be men to the Bydenham and Ohrisfcchurch Councils to sue for rates." Mr Ash worth moved— "That the Board i«uo a general advertisement in compliance with the suggestion of the letter." This was agreed to. Letters were read from the Kiccarton Boad Board, offering to collect the drainage rate for 6 per cent, and stating that the total of the arrears of last year's rate was 18s 9d. The Board unanimously passed a vote of thanks to Mr Ellis, Olerk of the Board, for the efficient way is which he had collected the rates.

A letter from the Assistant; Engineer to the Bailways stated that taps would be placed On all wells on which thore is any waste.

A letter from Mr F. W. Isitt stated that the line of drainage, for which tho Board demanded from him a deed of eas9ment, covered land of which he was not the owner.

The letter was referred to the Works Com' inittee.

A letter from Mr J. 8. Williams gave notice of an action against the Board for committing a nuisance on Mr Edward Eoece's premises at Sydenham. The letter was referred to the Works Committee.

A letter from Messrs Garriok and Cowlishaw asked instructions with regard to Messrs Hichens' claim.

The matter was referred to the Finance Committee. '

A letter from Mr W. Beard was read, applying for a license to connect closets with the main drain.

The consideration of the matter was postponed. A letter from Mr D. Knne applied for £421, compensation for damsel to his land. The matter was referred to the Works Committee.

A letter from Mr T. H. Parsons was read, declining to acknowledge any liability with regard to Mr Attwood's claim for compensation.

Mr Vincent suggested that Mr Attwood be asked to bring the matter before the Court in a friendly way.

Mr White moved— "That MrAttwoodbe offered £20 in satisfaction for his claim against the Board."

A letter from Messrs Hopkins and Co. was read, asking for £25 as compensation for damage done to their yards, fences, paddocks, &c.

This was referred to the Engineer to report upon. A letter was read from Mr S. Papprill, enclosing the medical attendant's bill for services to his little girl, who was injnred by falling down a man-hole in the East Belt. The Board decided to send the claim to the contractor.

A. letter was read from *fr B. 0. Pratt, asking for a license to muko house connections.

This was deferred.

A protest was read from Mr Howitt and others against certain drains being widened in Selwyn street. The matter was referred to the Works Committee.

A letter was read from the Engineer, recommending the Board not to accept the tender of MvNamara (£327) for flumings, as there were great discrepancies in the quantities, &o. A protest was read from Mr O. Wadey against Mr Brightling's tender (£297) on account of its having been put into the tender box ten minutes too late. Mr Wadey's tender was £390.

The Board resolved to call for fresh tenders, and that for the future tenders should be receivable op to 3 p.m.

BBPOBT.

Mr Vincent gave in the Works Committee's report __ that there were no funds to fill the ditch in Lord Brougham street, and recommending that the stono drain in the Qasworfcs road should be done.

Mr White moved— "That the Colombo street drain be continued as far as Sixth street," but after considerable discussion moved—" That the report of the Committee with rcfi-rence to Lord Brougham street bo referred back, with a request that they would obtain the a39istnnce of the Fngineor." This was agreed to. BNOINBEE TO THE PUKPIN'O STATION.

In reply to the Chairman, the Engineer said that no advertisement had been published for applications for tho office of Engineer to the Damping station. Mr White moved — "That applications for the appointment be invited at once, returnable at rext Board meeting." Mr Jrell said he had n'-i-ged with the Government to send Mr C ■■■:. the Inspector of Machinery, as examiner, -io had beon instructed to deSne the duti- jf tho otiice, and the only way ho could do IJis wa3 by getting Mr Croll to examine tho candidates.

Mr White suggested that the salary should hi £250 a year.

Mr Bell urged upon the Board the necessity for only thorougbly competent men being engaged. The Boaid determined not to give bo much as £150 to a fireman.

Mr Jones moved — "That tho appointment of a fireman be left to the Engineer of the Board."

This was agreed to. HOUSB CONNECTIONS,

Mr F. Hubbard moved, in pursuance of notice—" That license be granted to all applicant* for making house connections upon production of satisfactory testimonials, such lice:^so to contain a proviso that the first defective connection made by a licensee, which shall be shown to be the cause of negligence on the part of said licensee, his license shall be forfeitod, and such licensee shall be ineligible for a fresh license." The motion was referred to the Engineer to report upon. Mr Jones, according to notice, moved— " That a Committee, consisting of Messrs Harper, White, Vincent, Dr Doyle, and the mover, be appointed to consider what amendments are required in the Ohristcburch District Drainage Act, and to report to the Board at an early date." The motion was seconded. Mr White would not like to be bound to support any recommendation of the Committeo simply because he was a member. The motion was agreed to. Mr Vincent, according to notice, moved— "That persons wishing to connect closets, who have a sufficient water supply, be allowed to do co upon receiving permission from the Board." He might say that the Engineer had supplied flashing power to all the sewers laid down.

Mr "White asked if the Board was quite certain that it had the power. Mr Olllvier asserted that the public had stopped agitating od receiving a promise from the late Board not to send excreta into the sewerß.

The applications from the Temperance Hotel and tho Kaiapoi Factory were referred to the Works Committee, with power to act with reference to tho former, and to report with regard to the latter.

BINGSIAND DEAINAGE

Mr Hubbard asked for the plans of the Bingsland drainage to be produced, and moved—" That tenders for tho storm-drain-age of the Bißgsland district, according to the amended plans, be advertised for." The motion was carried. NEXT MEETING.

The Board resolved that the next meeting should take place on Wednesday fortnight, at 2.30 p.m.

MIBOBLI.ANBOUB. The Board resolved to call for tenders for coal, the present being a favourable time. The sinking fund waß referred to the Finance Committee, with power to act ; and several other matters of detail were dealt with.

ACCOUNTS. Accounts to the amount of £397 6s 4d were passed for payment. The Board then adjourned.
