[By Tblbgbaph.] (fbom otjb special cobsbsrondhnt.) WELLINGTON, June 19. Following Mr Balance came Mr Header "Wood, who made the most brilliant speech yet delivered this session. It was full of wit, fire, and sarcasm, but was utterly devoid of argument, and had no effect on the House beyond ex citing admiration at the moment. He did not controvert one of Mr Ballance's arguments or even attempt to vindicate the Ministerial policy. Ihe speech amounted to this, that he considered the leading men of both eides of the House about equal. Mr Fjke made a good speech, and was followed by Dr Wallis, when the House rosa. The Civil Service Commission Report was laid on the table shortly after midnight.
