SYDENHAM. The fortnightly mooting of the Sydenham Borough Counoil was held at seven o'clock last evening 5 present— His Worship the Mayor, and Councillors White, Langdown, Andrew, Hall, Charters, Pavitt, Shierlaw, and Joyce '; CttABITABtB AID SOAKS. ' The Mayor mentioned that since the last meeting he had received a telegram from tho Premier, asking him to accept a seat on the Charitable Aid Board. His Worship hod acceded thereto. The Under-Scoretary wrote forwarding copies of Gazelle No. 10, Jan. 29, containing notification that 200 acres of section 1835 had been vested in tho Corporation of Sydenham. i The letter was ordered to bo acknowledged. From the Crown Lands Officer notification was received that power had boon taken under tho Special Powers and Contracts Act of last tension, to deal with the market reserve at Addington, so as to provido a recreation ground for the Borough of Sydonhnm. Resolved, that the lotter be received. , Mr Marahman wroto respecting the negocia* tion pending between the Counoil and tho Rakafa and Ashburton Forks Railway Company. The Chairman of thoDrainago Board wrote relative to tho condition of Jackson's creek, of which tho Board's engineer was about to make a further examination. The Borough being largely interested it was suggested that a survoyor or onginoor should be appointed by tho Council to accompany tho Board's engineer. Tbo Board proposed to abandon the crcok as far as passible, and determine how littlo water need bo' conveyed along its drain* age lino. After discussion it was resolved on a division to rofer tho matter to tho Works Committee The Secretary to tho Education Board for* warded copy of prospectus of the institution for deaf and dumb about to be established at Sumnor. WCfIIKS COMMITTBE. Tho Works Committeo reported as follows :— 1. Your Committee beg to report that as tho Council's Solicitors havo reported favourably to tho Council with respeot to their disputed clainiß for the cost of alterations and repairs ctono to the Lincoln road, the Com* mittco recommend tho Counoil to write to the Riocarton Road Board suggesting a meeting of tho Board and the Committee, with » view of having tho same settled in an amicable manner, provious to taking legal proceedings. 2. Wo have drawn the attention of the Drainago Board to tho unsatisfactory condition in which tho Gasworks road has been left through tho drainage works recently com* ploted, and requested them to put the road in tho same condition as when tho works were commonood. 3. Wo havo given permission to Mr Bowler to erect tho horse- trough ho applied for, sub* jeet to tho tamo being dona to the approval of tho foroman of works, and to its being removed after seven days' notico if required by tho Council. Tho report was rcccivod and adopted. UAIIiWAY CBOSSINQS. / A lotter was read from tho foreman of 'works, calling attention to tho fact that the Railway Dopartmont had dispensed with gatekeepers at the various railway crossing*, and advising tho Council as to the immediate necessity for cutting tho fences on each sido of the railway in Sydenham. At present tho fences almost entirely prevonted a passing train from boing seen, tho public boing thus endangered. Councillors expressed tho opinion that the removal of tho gatckeopors was a mistaken policy, nnd, on tho motion of Councillor Charters, Vcondcd by Councillor Hall, it was resolved— "That tho deputation appointed by thoCoun> oil at its last meeting to wait upon tho Hon. tho Premier re tho i'ootbridgo over railway, bo nlso requested to wait upon tho Hon. tho Minis' or for Public Works in rcfcrcnco to the various railway crossings." He considered this over-grown fence n soiree o! great danger, and trusted that tho Council would take the necessary steps. It appeared that the necessary notice had already been sorved, but that in the mean* time the property had fallen into tho hands of the owner. Tt was understood that a fresh notice would be served at once. batiuxo, Councillor Hall proposed— " That wit* a view to encourage bathing, a sum of £10 •hould be expended by the Sanitary Com* mitteo, in erecting a dressing shed for bathors, the shed to be placed on the bank of the Hcathcote, within the Borough." Councillor Charters seconded the motion, trusting that a further sum would be added for providing bathing drawers. Councillor Joyce moved as an amendment —"That the matter be referred to the Works Committee with power to act," Councillor Shierlaw seconded the amendment. The resolution was carried. Councillor Hall moved— "That tho Minis, ter of Justice be communicated with for the SurDOto of securing analUration in tho Police kdinance, and legalising bathing ab any hour of the day, provided tho bather wore proper drawers. Tho motion was negatived. BIVBBKOAD. Councillor Hs.ll moved— "That fresh notices bo served upon owners of property fronting on tho Heathcote, calling on them to erect fences on their land." In reply to questions, Councillor Hall said such a resolution had been passed by the Council. He wanted to hare it carried into effect, in order that the river frontage might be properly maintained. The Mayor thought that what was wanted was the removal of fences which at present were illegally kept up. > Councillor Hall wanted the people in question to erect their bottom fences, which would of course be parallel with the river, and would define the River road. As an amendment, Councillor Joyce moved —"That the matter be referred to the Sanitary Committee, a report to be brought up at the next meeting." The Clerk read a report, which was submitted to tho Council when tho question was previously brought up in Dec, 1877. Ultimately Councillor Hall altered his motion so as to have fresh notices served upon porsons whoso fences crossed the River road. Failing compliance with the notices, the fences to be removed by tho Council's workmen.
