Council to-day, after the routine business hud been disposed of, Colonel Whitmobb gave notice of motion, that the .Agent-General ought to be appointed for a limited terra, fixable by Parliament. Mr Wuitakbb's- General Harbour Act Amendment Bill waif read a first time. The Awatere Shoaring Reserve Bill passed a second reading ; the Hawke's Bay and Marlborough Bivers'Acfc Bill and Kumara Education Beserve Bill their third reading. _ The Council went into Committee on various little Bills. The : Native Affairs Committee reported oh ' a petition re the ' Kinross case, that the Council ought to allow its officers to appear aa witnesses in any future trial, or itself institute proceedings against Mr Kinross. : This report was objected to by some hon members^who asserted that it condemned Mr Kinross unheard. :.■••.. There was upon this a discussion lasting - over an hour, in which twelve members took part, after which the debate was adjourned on a division by 22 rotes to 10. The Council rose at a quarter to five.
