After explaining hi» reasons for joining the Ministry, and expounding the Ministerial programme); he statod that in his individual opinion .Counties ought to be enlarged, their powers extended* and the duties and powers of Road Boards more clearly defined. In answer to a' question, he stated that he elill adhered to the opinions be had expressed on the subject of education, and in joining the Ministry had expressly stipulated that he should be free ta support; State-aid to denominational schools and tho prinoiplo adopted in Westland before tho abolition of tho Provincos.
