LYTTELTON BOROUGH COUNCIL.
The usual meeting of the above Council was held on Wednesday. Present — His Worship the Mayor, Councillors Hawkins, Weyburn, Reed, Chalmers, M'Clatchie, and Macdonald. CORRESPONDENCE. Letters were read from the PostmasterGeneral, enclosing itinerary of His Excellency the Governor's proposed trip in tho Sou tli Island, which showed that Hia Excellency would arrive in Lyttelton on May 8. It was resolved that tho following be appointed as a Committee to carry out the arrangements for the fitting reception of His Excellency : — His Worship the Mayor, Councillors Macdonald and M'Clatchie ; full power being given them to act in the matter. — From Air H. B. Allwright, asking the Council to take steps to prevent storm water running down over his section in St. David's street, the ditch at the back of his section being blocked up. The matter was loft to tho Foreman of Works to report on at the next meeting. FOREMAN OF WOEKB EEPORT. A report from tho Foreman of Works was read, detailing work done in the town in forming concrete channels and footpaths. It also Btated that there was a man-hole leading into the sower on section 45, London street, where Mr Kadcliffe was about to build. The report recommended that the man- hole should be arched over, so as building operations could be proceeded with. It waa resolved that the work be done. I SLAT/GIITER YARD. The following report of the Works Committee was read : — Your Committee have to report that they visited the slaughter-yard of Messrs Garforth and Lee, and found ifc in a very satisfactory state as regards cleanliness, and consider that with a certain amount of improvement, which tho Committee pointed out, and which the proprietors are prepared to carry out, the yaras may be made so that the nuisance which is complained of might, to a great extent, be done away with. Your Committee would recommend the extension of the license, and that the works recommended should be carried out under the supervision of the Foreman of Works. Tour Committee are induced to make the recommendation through the great difficulty of getting another site, which is an insurmountable difficulty to removing the present yards. The Mayor stated that tho alterations suggested were that a shed should be built to cover tho skins, the pigsties removed lower down to the sea, and the floors concreted in place of being boarded, besides other minor alterations.

His Worship moved — received and adopted." Councillor Chalmers seconded the resolution, and considered that the slaughter-yard should eventually he removed to the other side of the harbour.
After discussion, the resolution was carried.
PDMPIN& STATION.
Mr Kent, Engineer^ reported that all was.well at the station, and that the flow of water from the well was increasing. The report also pointed out that some alterations were required to be made for
carrying off the storm water at the end of the condensing reservoir. The matter of the alterations was left to the Works Committee with power to act. ACCOUNTS. Accounts amounting to £101 Ob 4d were passed for payment. AUDITOB. Mr J. S. Willcox was appointed as auditor, vice Mr Jacobsen resigned. COMMITTEE3. Councillor R«ed was appointed a member of the Fire Prevention, Finance, and Water Supply Committees, vice Councillor Cunningham resigned. BESIDEIM? MAGISTRATE. His Worship said that the Councillors were aware that he had been in communication with the Government for some time past, both by letter and telegraph, regarding the appointment of a Resident Magistrate, but that lately the Government had not even condescended to acknowledge or answer his communications. He had written to the Government concerning the matter again, but no answer had been received to that letter. He mentioned the delay that was caused to litigents at the Court, owing to the want of a Resident "Magistrate, and considered that the Council should now take the matter up in a for jial manner. As matters stood at present, when a summons was taken — it was impossible to ascertain when the case would be heard. The demands on his time lately had been so great that he would be unable to comply with the numerous daily requests to go and sit on the Bench. Councillor Chalmers moved — " That in the event the last letter from the Mayor should not be answered, Hia Worship be empowered to write to the Government, as under resolution of the Council, pointing out the disadvantage under whicli the town of I/yttelton lies, owing to the non-existence of a Resident Magistrate in the town." The motion was seconded by Councillor Reed, and carried. XOTICE OF MOTION. Councillor Chalmers gave the following notice of motion for the next meeting — " That this Council endeavour to acquire a public slaughterhouse." "That a Committee be appointed to enquire as to available site, and all other information bearing on the matter, and to report to the Council."
