LYTTELTON BOROUGH COUNCIL.

— <. Monday, Nov. 13. The Council met at the usual hour. Present — Councillors Willcox, Perrin, Graham, Webb, Grange, Chalmers, his Worship the Mayor presiding. The minutes of the. previous meeting were read and confirmed. The Clerk stated that he had received £8 6s for rates during the past week. The following correspondence was read : — From Mr Bailey, proprietor of the Canterbury Hotel, offering on behalf of himself and the owners of the property, to pay £3 towards repairing the footpath in Oxford street, near to his hotel. From the Provincial Treasurer, enclosing 12 copies of the Municipal By-laws, and requesting that the expenses incurred in printing (£1) be remitted. It was resolved that the amount be paid. Mr Bailey's letter led to a discussion, the members expressing their opinion that the wall now put up was of no use, and nothing could be done until a proper wall was built. Councillor Willcox moved, Councillor Chalmers seconded, and it was resolved — " That the work be commenced when a proper retaining wall shall have been built. The Foreman of Works' report on metal and rubbish boxes was read. It recommended that the stone be procured from a spot higher up the hill, or it would damage Mr Carroll's pathway. The inhabitants residing within the block, were agreeable to subscribe and pay for the rubbish boxes, and a charge of 3d per week to shopkeepers and Gd for publicans •was recommended. The report was discussed, and it was resolved that the foreman test the stone on the spot alluded to, and, provided the scavenger would undertake the emptying of the boxes, and the collecting of the amounts, the boxes bo procured, and the work carried out. The Borough Surveyor's report was read. It stated that the contracts for reforming the pathway in London street had been signed by Mr Hodson, the contractor. The cost of putting down an invert in the gully, leading from London street to Winchester street would be £140, and to continue the present sewer up to the same place, £193. After a short discussion, it was resolved that the Clerk write to the owners of the property on this matter, asking them what amount they would contribute to the cost. "' Mr Whales was appointed carter for the ensuing year. His Worship, the Mayor, said he had been asked by several persons what rent the Council required for their present building. It was very unsatisfactory not to be able to tell them ; he considered the Council should fix a rental or take off the notice that was on the board. Councillor Perrin moved, and Councillor Willcox seconded — " That a rental of £35 be asked for the building, the lessee to do all repairs." Councillor Grange moved, and Councillor Webb seconded — " That the sum of £6 be expended in repairing the verandah." Councillor Grange said lie woidd give notice of motion for the next meeting — " That the present notice on the board be withdrawn, and that in its place the words ' Magistrates Court' be inserted." Councillor Chahners gave notice that he would move — " That a now roof be put to the old Courthouse." Councillor Willcox said he would give notice, contingent on the first part of Councillor Grange's notice being carried, "That the old Courthouse be pulled down and sold for any amount it would fetch." Councillor Webb considered that the old Courthouse was nothing but a den, and that the removal of the Council Chambers to that place was wrong, both to the town and to the Councillors. Councillor Chalmers moved, "That an adTertisement be inserted in the paper informing

the ratepayers that if their rates are not paid by the end of the month they will be sued for." The Clerk was directed to write to Mr Dudley, respecting the gorse growing on his property near to the Bridle path, and the Foreman was requested to see that the gorse hedges in the town were properly trimmed. The Council then adjourned.
