[by electric telegraph.] ' Oxford Terrace, Sept. 12, Noon. The awe-struck, bewildered, and benighted ', citizens, especially those in "outlying districts," need have no fear. We shan't be < invaded. It has been proposed that the City Council should pass a by-law declaring the war monstrous and unholy, and commanding tha combatants to cease fighting. This by-law will be agreed to nem. con. It has been further proposed that, provided the above by-law is presumptuously disregarded, another should bo passed, enjoining the combatants, if they move their armies a night, to carry a sufficient number of 1 ;mps.
