Wellington, Sept;. 7, 7.45 p.m. The whole of last night was occupied with a discussion on the second reading of the Kailway Bill. Mr Bunny made a long speech, urging the great importance of including a line from Wellington to Napier and Taranaki in the schedule of lines authorised. A long debate ensued, Mr Yogel refusing positively to accede to Mr Bunny's request. Mr W. H. Harrison said that, Government having broken faith by placing the Westland Boundary Bill in such a position on the order paper as to ensure its being shelved, he would obstruct the railway bill and cither Government measures as much as possible, and moved the second reading that day six montbß. Mr Kynnersley seconded the motion, complaining bitterly of the conduct of the Government relative to the Weßtland Boundary Bill. The second reading was carried by 35 to 4 — Kynnersley, Brown, Richmond, and Ludlata. In committee on the Eailway Bill to-day, Mr Kynnersley opposed every clause, even its short title. Five divisions took place, Mr Brown only voting with MrKynnewley, Mr Harrison not voting, as he had paired. Mr Vqgel at laat promised to make the Boundary Bill the first order tomorrow, when he said he would move that it be discharged. Mr Kynnersley withdrew further opposition, on the promise of .an opportunity, for the discussion of the Bill. Mr. Mervyn moved an amendment to make the Otago southern railway go from Tokomairiro to Lawrence, instead of Balclutha. It was negatived, Mr Yogel repeating the promise given to a deputation to-day that an engineer's survey, should be made of the Lawrence line during the recess. Mr Bunny intends to press his motion as to North Island lines. Henry Southcombe, charged by Topia with a breach df the Arms Act, in selling him percussion caps in 1869, was found not jjuiity.
