I shall be prepared to support any large and comprehensive scheme for improving the sanitary condition of Christchurch, but I will be no party to any petty or vexatious legislation whatever. As it will be impossible for me to [make a personal canvass, I hereby beg to solicit your votes and interest'at the ensuing election. My motto is, "Advance Christchurch." lam strongly in favour of doing . our utmost to raise the means for the proper, and much needed, drainage of the city, for the accomplishment of which immediate steps . should be taken. I am also in favour of the establishment of public baths, and I would be quite willing to make an effort, by way of getting public subscriptions, to insure success. With reference to the question of rates, I should like to see them paid in two instalments, making the one payable at the office at the commencement of the financial year, and the - other, say sis months after, upon personal • application. This would make these payments easier to the poorer classes; for who cannot pay a small sum easier than a large one? lam also convinced that in this way they would be better collected.
