Dunedik, Aug. 29, 3.55 p.m. The works in connection with the Dunedin and, Port Chalmers Bailway were commenced to-day. No official notice was taken of the event. The contract was signed six months ago, the Provincial Government guaranteeing 8 per cent, for 15 years on £70,000. Wellington, Aug. 29, 7.20 p.m. Sir David Munro to-day made a farewell speech to the House, announcing that it was not his intention to seek re-election as Speaker. Messrs Mc'Lean, Yogel, and Stafford expressed their deep regret at the announcement of the approaching loss of his services to the House and Colony, and highly lauded his conduct during the ten years of his Speakersbip. Sir D. Munro to-night gives a dinner to the Members and Officers of the House. Mr Yogel opposed Macandrew's motion for £650,000 Otago loan, as being opposed to the financial policy of the Government. The motion for going into Committee to consider the proposition was negatived by 26 to 18. Mr M'lndoe'a motion in favour of assimilating the constitution of the Legislative Council to that of the House of Representatives, was withdrawn after a brief debate, the Government undertaking to consider the subject during the recess.
