TO THE BURGESSES OP THE CITY OF CHRISTCHURCH. f^ ENTLEMEN,— As a candidate for one of the vacant seats in the City Council, I trust I may be honoured with the same confidence that was reposed in me at two previous elections. 1 I beg to assure you of a conlinued effort to serve you to the best of my ability. My present opinion is adverse to the borrowing of money for paving, maintaining or channelling the thoroughfares of the city, as I consider the entire coEt of such works should be defrayed out of the annual rates ; and I have no desire to augment these by adding payments for interest and sinking fund on account of loans. It is probable that some of the clauses of the Municipal Act, as framed by the General Assembly, will need amendment, and I would advocate an early effort to secure the necessary alterations. • If elected, my aim will be to promote a judLious disposition of the City funds, so as to ensure their distribution fairly and economically. Aug. 26, 1870. 1528 TO THE BURGESSES OP THE CITY OF CHRISTCHORCH. /~1 ENTLEMEN,— At the request of several *>-* friends and influential citizens of Christchurch I have consented to be nominated for one of the vacancies in the City Council, and referring thereto beg to say, that, if chosen by you, I will give every attention to matters of necessity and economy, in pursuance of which, I hope to demonstrate that a less^rate than Is in the £, if jddiciouslt expended, will meet all the requirements of our city, I shall be prepared to support any large and comprehensive scheme for improving the sanitary condition of Christchurch, but I will be no party to any petty or vexatious legislation whatever. I BEG most respectfully to solicit the favour of your votes, at the forthcoming election, for one of the vacant seats in the City Council. My motto is, " Advance Christchurch." lam strongly in favour of doing our utmost to raise the means for the proper, and much needed, drainage of the city, for the accomplisbment'of which immediate steps should be taken. I am also in favour of the establishment of public baths, and I would be quite willing to make an effort, by way of getting public subscriptions, to insure success. With reference to the question of rates, I should like to see them paid in two instalments, making the one payable at the office at the commencement of the financial year, and the other, say six months after, upon personal application. This would make these payments easier to the poorer classes; for who cannot pay a small sum easier than a large one ? lam also convinced that in this way they would be better collected.
