TO THB EDITOR OF THE STAR. Sir, —ln pasalng the Carlton Mill to-day I found, on enquiry, that the mill-race had again been closed by the Riccarton Board. I should have thought that, after the ratepayers had so unmistakably pronounced their opinion, the Board (or rather the majority of one) would not have run counter to the wishes of their constituents. If I can judge the feelings of the public by their expressions, I think jt will not be long before those who form this wonderful majority will find they have committed a mistake. If they thought their dignity was at stake, they should have instantly resigned. Your obedient servant, LOOKER-ON.
